Mumbai: The Mumbai Urban Transport Project (MUTP), first launched in 2002 to modernise the city’s rail infrastructure, has entered its fourth phase. Over the years, MUTP has played a vital role in transforming Mumbai’s suburban railway system by introducing new train designs, adding rolling stock, and constructing additional corridors.
In Phase IV, the Mumbai Railway Vikas Corporation (MRVC), the city's railway project authority, has initiated a comprehensive study to guide the next phase of expansion. This phase focuses on developing new local train corridors across the Mumbai Metropolitan Region (MMR), implementing advanced safety systems like Kavach 5.0 and Communication-Based Train Control (CBTC), and increasing the use of 15-car and air-conditioned local trains.
An official added that an Expression of Interest has been called for the appointment of an agency to conduct the study. Official also stated that the study will also explore the possibility of establishing a direct connection between the Central and Western Railway networks.
According to MRVC, MUTP-4 will be integrated with the MMRDA’s Comprehensive Transport Study 2021 and will incorporate modern developments from Indian Railways. These include new-age signalling systems, upgraded rakes, and improved connectivity across the region. The study will examine previous planning efforts and review sanctioned or ongoing infrastructure projects proposed by Indian Railways, MRVC, MMRDA, CIDCO, and the Metro.
"The study will also aim to estimate travel demand for the years 2030, 2035, 2040, and 2047, while considering the impact of all approved and active rail and metro projects within the region. It will also focus on identifying new rail corridors, extending existing ones, and constructing additional tracks to segregate suburban and long-distance train operations. Plans also include lengthening platforms to accommodate 15-car trains and developing new terminal stations in key high-demand locations" official stated
Further, the project will work on optimising suburban train services by recommending the ideal mix of 12-car and 15-car trains. This will take into account train frequency, station dispersal capacity, yard infrastructure, and platform availability. The will study also include implementation of Modern signalling systems such as CBTC and Kavach 5.0 will be to reduce train headways and improve operational efficiency, all within the current terminal constraints.
MUTP-4 also aims to enhance passenger comfort by proposing upgraded coaches, including more air-conditioned compartments and added onboard amenities to attract commuters who currently rely on private vehicles. The initiative also emphasizes safety and resilience, especially during the monsoon season.

Our vision is anchored in achieving ‘Mission Zero Death’, eliminating monsoon disruptions, expanding network coverage to emerging growth centres like the Third Mumbai area and enhancing safety and efficiency through cutting-edge technologies such as CBTC and Kavach 5. With a focus on replacing all non-AC rakes, upgrading remaining suburban stations and ensuring seamless intermodal connectivity, MUTP IV will lay the foundation for a truly world-class commuting experience for Mumbaikars." said Vilas Sopan Wadekar — Chairman & Managing Director, Mumbai Railway Vikas Corporation (MRVC).
